This adds back support for the setState callback to useControlledState, which was removed in #2304. We need this to avoid mutating variables in components, or manually syncing refs and state. This allows the React Compiler to optimize our components.
It works by always triggering a re-render, even when controlled, and using a layout effect to reset the ref to the current value.
